My guess is there are boys who attend every campout, some who
attend some campouts, and some who never seem to be able to
make any of the campouts. I once suggested to my own troop
that they consider attendance when THEY reorganized patrols
which they typically do at troop election times. It's tough for a
patrol to run an easy duty roster if half of the patrol is missing
from a campout. A patrol would be stronger if all of its members
showed up to troop meetings and attended campouts. Let those
Scouts who never seem to go camping form their own patrol.
That way, their absence does not diminish the teamwork of
those that go.
That was MY idea and if *I* was forming the patrols I would try to
do it that way. However, I let the Scouts form their own patrols
as long as they meet minimum and maximum size limits. In my
troop the Scouts group together by friendship and by wanting
to be in the "better" patrols. They do not try to segregate active
campers from inactive campers.
