No SM should tell the boys what patrol they can be in. They can limit
patrol size but should leave it up to the boys to form their patrols
within limits set by the PLC. The situation you describe is indicative
of deeper problems. It's difficult to control the rudder of a troop if
you do not have the support of the SM. It may be easier to move to
another troop.
However, before you go, I'd like to make some observations in defense
of the SM.
If the SPL is running the show on campouts (with the help of the PLC)
then that is a good thing even if he is the SM's son.
Camping is an important part of Scouting. For those of us that have full
time jobs, the only practical time we have to sacrifice away from our
families
is Saturday and Sunday. I make sure my troop is always back in time to
attend Sunday services OR we attend service where we are camping. This
last weekend we were far from home and I had researched locations and
service times of nearby churches and I had maps for every driver. But that's
the best I can do. The boys in the troop have to decide between missing
choir once a month and going on campouts. I have a couple of boys who
are in choir.
