We were most effective in recruiting boys for the troop without trying to
combine. We had 5 LDS boys in a 20 boy troop (15 years ago). At the time
my son was SPL until he asked not to be considered for reelection. He is
now the SM of the same troop with one active LDS boy, and registered
numbers of around 20 (usually 12-15 each week at scouts). There is no need
to combine to have an effective troop. Recruit new boys. If you provide a
quality program with good leadership (Jason is a Eagle, Vigil and Wood
Badge trained. He has 2 Eagle ASMs, plus 2 additional Eagles on the
committee). Modifying what they said in "A Field of Dreams", "If you
provide a quality program, they will come."
