Arrow of LIght - Potential problem

Sam responded to this post but I'm not sure I agree that once the AOL is
earned, that is the end of the WEbelos Program. The way the requirements
read, it certainly leads up to joining a Troop. However, if a WEbelos
earned the AOL early in the second year, he could go on to earn the
"Earned all 20" Award in our Council, or begin work on the Akela Award,
which is a bridging award. I would assume a Scout might do this if he
wanted to crossover with his buddies.
