David,
it looks like you know whats right, but you want to hear it
again to be sure.

Lets for a second forget the Arrow of Light. This boy is not
quite ready to join a boy scout troop. The father puts you, the
den leader under pressure so the boy can join a troop.

Or maybe the boy is ready, is that what you think? I am not
against moving up a boy early if there good reasons, but would
YOU think it is the right thing for this boy?

What does the troop think? Why doesn't the father talk to the
leaders of the troop? After all, what the father wants is that the
boy can join the troop. The troop is certainly in a position
to decide about its future members by its own. You as den
leader can help the boy meet the "joining requirements", but
at least my troop believes that our own idea who may or who
may not join have more significance. No 9 year old gets to
join our troop until now; I don't think an Arrow of Light
certificate would make a difference.

Coming back to the Arrow of Light: thats not the issue I
believe. You might be able to get an Arrow of Light
certificate, but the council's computer will find out what
you did (or not ...)
