Jeff,
I know your going to hear this over and over again, but it can't be stated
enough. The adults should not be planning the activities. This is the
responcability of the PLC (the youth leadership).
If the Eagle Candidate goes to the PLC to ask for some "Troop Time", and
they agree, then fine. But, I personally prefer using time outside of
meetings and activities for all service projects.
It's up to the boys.

The Eagle Scout candidate has full "ownership" of the project. Aspects
of the project should not be performed as a part of Troop activities with
attendance mandated or organized by adult Scouters. Scheduling and
completion of a project is the Eagle candidates responsibility and not
to be determined by adult Scouters. Regular Troop meetings, trips and
activities should not be planned by the adult Scouters for the express
purpose of working on a Scout's Eagle project because planning and
organizing the work is the responsibility of the Eagle candidate.
