altering pants

I guess, if we follow the example of professionals, that altering the pants
to put new cargo pockets on is acceptable. I say this given the example
set for me by a former scout exec: every pair of scout pants AND shorts he
owned were cuffed. And you can't buy them that way, either.
So, I guess altering the pockets would work, too.
