Yep. That's *exactly* how the fielding's done. The uniforms or
insignia is given to Quality local Councils (those Councils that
receive the Quality Council Award) according to some marketing
scheme (so that a good crosssection is done), and the Council gets
Scouts/Scouters in that Council to wear the items for a period of
time and sends their names to National Supply.
National Supply then maintains contact with them and finally gets
the input they need before they come out with the "final product".

Depends on the local Council.

That I don't know, Ron. I do know that the BSA took a look at the
older side pockets and tried to come out with the same thing...it
could be something as really "simple" as what happened with the
Arrow of Light square knots...a simple "misprint" in the ordering
documents and volla!! We got "side pockets" on the FRONT!!

As far as I'm aware of how the Supply Division has done things in
the past, yep. For instance, Ron, a while back when the "Indiana
Jones hat" was being field tested, some Councils on both coasts got
them so that it was out where Scouts and Scouters would try it and
see if they liked it.
Or not.
