Looking for Philmont alternatives

Hello all,
I am currently researching "backpacking" alternatives for the year 2000. We
have failed for the last four attempts to go to Philmont (we have some HUGE
number on the waiting list). Besides, I have already been there 7 times.
The boys have three requirements:
backpacking, mountains (>9,500ft), and maybe whitewater rafting nearby.
I have found a lot of information on the web. But it does not give me very
many
details. I am mostly concerned with the "small" details like:
1. Is it safe to leave a vehicle here for two days?
2. Where are the supplies of water?
3. Emergency routes to help.
4. Are there places to replenish lost supplies or emergency phones?
5. Place for support drivers to stay.
I am not as concerned with "what to pack" etc.
We are in St. Louis, Mo. so we could go east OR west! The problem with
the AP is that it is soooooo loooong that I do not know the climate or
altitude.
(don't want 95% degrees and 95% humidity)
If anyone has any suggestions of "where to go" could they let me know?
