My understanding is similar but with a slightly different explination for
"sagging pants" (underware showing).
When a prisoner is jailed, his belt is taken away and he is handcuffed.
Thus he cannot pull his pants up and ends up walking around with his
pants falling down. Gangs "admire" this look and have adopted the
"Jail house sag" when walking around with their underware showing.
