Maybe National should spend less on the Insignia Guide, and insure that
the annual Scouting catalog shows examples of each and every thing that can be worn,
earned, coveted, or mis-identified, in full living color. More people get the
catalog than ever read the Insignia Guide, and the IG is not in color.
