First, there is no requirement for a "leadership position" --it's a
position of responsibility, and national has made it clear (when asked
and on appeal) that if the Scout holds the position of resonsibility for
the requisite time, the requirement has been fulfilled. In other words,
if the Troop allows the non-or under-performing Scout to remain in the
position for the full time, it loses the ability to second-guess whether
the Scout "really" filled the POR for advancement purposes.

It has also been dicussed that if you remove the Scout from his office
because he's not doing a good job, what has he learned.
My understanding is that doing a poor job is still ok (?). Has he learned
that doing a poor job is just the same as doing a good job. All the training
in the world is not going to make a Scout do a job well that he would
prefer to do poorly. What do you do?
