Judy,
Does it take someone being a Bobwhite to understand the purpose of the BOR? I
can't believe that people don't understand that the objectives of pass/fail in
regard to a Scout MUST come from the Scoutmaster Conference. A boy who has
made it to a BOR has the acceptance that all requirements are complete from
the SM who should be in better contact with the program than the members of
the BOR. I can't understand how a BOR can fail a boy if a SM has passed him
-- how can the Bobwhites get these "other creatures" to understand this very
easy concept.
SM's take responsibility for the requirements being signed off and testing the
Scout. The four points of advancement as indicated in Chapter 8 of the SM
Handbook are:
(1) A Scout learns -- learning skills and taking on challenges to ensure
completion of requirements by being active in his troop;
(2) A Scout is reviewed -- When a skill or requirement has been mastered, he
is recognized for it by recording his achievement in his book and is then re-
tested during his SM Conference.
(3) A Scout is reviewed -- The BOR makes sure all requirements are signed off
and talks with the Scout about his course of achievement; and
(4) A Scout is recognized -- As soon as possible, either at a troop meeting or
COH, a Scout receives recognition for a job well done.
The Bobwhites have this figured out -- why haven't the rest of you got it yet?
