Re: tour permits

Like others who have posted to the list, I also have a problem with an
Eagle candidate being required to have a tour permit as part of his
project and/or being rejected because of its absence.

1. Nowhere in the current or any previous requirements listed for Eagle
is there a requirement that a Tour Permit either local or national be
completed.

2. On the Tour Permit itself the required signatures are a unit
Committee Member (the Committee Chairman if national) and the "Unit Tour
Leader" - who must be at least 21 years of age as stated on the permit
form.

IMHO The age requirement itself obviously disqualifies an Eagle
candidate from being the "tour leader" and requiring the submission of
the tour permit.

If the candidates project is to be completed by members of the BSA
(whether in the candidate's unit or another unit) I feel that it should
be the Unit Leader who files the permit - if the project participation
falls within the scope of the Council's tour permit requirements. And
even this opens many avenues for discussion.

Perhaps, the filing or not filing the necessary tour permits could be
discussed as one of the "Planning" aspects of the project i.e. Insure
that all necessary permits are obtained. This would include not only
tour permits, but building, environmental, disposal etc. permits. I
would be surprised if any of the others are even considered by most
BoR's. But again, the candidate would not be generally expected to
obtain these permits, but rather the beneficiary of the project. But
even then I would consider these only in the context of "what did you
gain from this project?"

That's my $0.02 worth.
