Except that the wording has been changed in the 1997-99 edition to read:

"Adults wear only on formal Eagle occasions."

I believe, in theory, unless the banquet was somehow an Eagle banquet, under
the current rules it would have been inappropriate for the medal to be worn.

But, so what?
