Re: ref tour permits

On the subject on tour permits for Eagle Projects.

Each council has its own regulations for when a tour permit must be filed.
In the Baltimore Area Council, if the event is within the district and does
not require overnight camping or water sports (most Eagle projects do not
have these) then a tour permit is not required.

Now, the tour permit is an adult function. The scout has nothing to do with
the filling out of the tour permit. One may say that since this could be
part of the scout's responsibility to see that the adults do their part. If
a tour permit was used, then that does make a nice addition to the project
package.

A service project may not be a troop activity. Hence, no permit is
required.

Now, I cannot see how a Board of Review can reject a scout because an adult
failed to complete some paper work. If there was a problem then the
District Advancement Chairman should have remedied the situation before
going to the BoR. If the scout was failed because of this, submit an
official APPEAL immediately.
