According to the insignia guide, 1996 printing, page 22
"Eagle Award, silver medal suspended from scroll, No. 00135;
sterling silver, No. 00112; Boy Scout. Adults wear only on formal or dress
occasions."
I would assume that a banquet would be considered a formal or dress
occasion, so you were not breaking the rules. Wear your medal with pride.
