Maybe, if there was a clear-cut policy that says that "adults WILL
NOT." Depending on your Council's policy, Rod, there may be a
Council policy; the BSA's source document on this matter, the BSA's
Guide to Safe Scouting only states (on page 15) that "Adults
leaders should support the attitude that young adults are better
off without tobacco and *should not allow the use of tobacco
products at any BSA activity involving youth participants* (the
starred part is a BSA policy).

Boys smoking during Scouting activities are in violation of
whatever state and/or city law which prohibits smoking by minors.
The best way to solve this, Rod, is to alert all members of your
unit -- bring them in the copy of your state law which states that
possessing cigarettes is against the law and then let them know: if
you're caught smoking, you will have to leave the Troop and
possibly may place your family into situations with the local
authorities.
Now of course, you probably won't be able to do much but to scare
them a bit, but even then, if you suspect that a Scout is smoking
during a Scouting activity, that's a dangerous situation since you
don't know really if he's smoking inside the tent or in his
sleeping bag!
