Calm down. An adult is NOT drunk after 2-3 beers.
Once you are calm, you might tell that leader that
there is a rule in scouting that alcohol may not be
used at an event where boys are present.
People will not take you serious if you accuse them
of abuse when there is none. They will probably listen
if you point out the rules.
