You simply tell the person that drinking is not allowed. There is no need
to make a big deal about it. It's simply a rule.
We should also remember that kids often test rules, so do many adults. It
does not make them a bad kid or bad adult. It is simply part of human
nature. The appropriate action is simply to remind them what is expected of
them.
One time we had a dad bring along a case of beer on a Cub overnight. We
simply told him that drinking was not permitted. The beer was put away and
there was no problem after that. He later became a leader. We never had a
problem with him drinking on campouts; although, he still drank when away
from Scouts. One day he quit drinking totally. Maybe it was his experience
with Scouts that helped him. I don't know.
