Alcohol at Cub event?

A Scouter observed a uniformed Cub leader drinking 2-3 beers at a Scout event.
She asked the Cubmaster about it, but...

This is unbelievable. Really.

The Guide to Safe Scouting, which rules on matters like this, has an amazingly
short section on Drug, Alcohol, and Tobacco Use and Abuse. In the new edition,
it's Section IV, page 19. In its entirety, it is three short paragraphs long.
The first is in BOLD FACE, indicating this is it, folks, no loopholes. I
quote:

<all in bold face> "The Boy Scouts of America prohibits the use of alcoholic
beverages and controlled substances at encampments or activities on property
owned and/or ooperated by the Boy Scouts of America, or at any activity
involving participation of youth members. "

The leader in question, and by extension the Cubmaster, is in grave violation
of a very important rule. I would bring this to the attention of your Scout
executive IMMEDIATELY. No ifs, ands, or buts.
