First and foremost: A Scout is Trustworthy! I can't believe that there is
even a question about transferring the funds. Let me ask this: If one of
these scouts had moved to a different state, would you deny him the money he
earned? If the leadership of the old troop cannot be trusted to give someone
their own money then...
you get the picture. This, as much as anything else, is a matter of the
message they are sending to the remaining members of the troop about honesty
and trustworthyness. Anyway that is my $.02 worth.
