Drew,
While I can't quote BSA policy regarding how a troop should desseminate
funds from a Scout's account, I can tell you how we do it. I hate to
start an old thread but its one of the reasons we developed a Troop
Policies & Procedures Manual.

First, the money was earned by the Scout. He earned it through selling
stuff during fund raisers or through participation in activities like
troop car washes. It's his!
In addition, we allow (actually encourage) a Scout to contribute to his
account to help pay for future activities such as Summer camp.

The Scout can use the funds in his account to pay for any Scout or Scout
like item, such as sleeping bags, grub kits, whatever. He can use it to
pay for outings or his weekly dues. He can also use the funds to buy
items to support his activities outside of Scouting, such as a baseball
glove, bicycle, etc...

When a Scout leaves our troop, we ask that he pay his dues in full up to
the time he gives notice of his intentions. Beyond that, everything in
his account is returned to him, by way of his parents. We do not care
why he is leaving. It could be his family was transferred, he could
turn 18, or, like your Scouts, he could just decide to join another
troop.

Bottom line is, it's his money! For a troop to keep it is at best
unethical, and I suppose could be illegal.
