You asked about two founding dates.

1. Founding of the Boy Scout movement by Baden-Powell - At least two
different dates have been used. Early in the history of Scouting, the date
that was used was usually the early 1908 publication by Baden-Powell of
"Scouting for Boys" in serial form. That is why the 1929 World Jamboree
was called the "Coming of Age Jamboree." In 1929, it was felt that
Scouting was 21 years old that year and had "come of age." More recently,
most people have dated the world Scout movement from the experimental camp
Baden-Powell held on Brownsea Island in the summer of 1907 in which he
tested the ideas that were to become Scouting.

2. Founding of the Boy Scouts of America - Many different people brought
Baden-Powell's ideas to the United States and formed unofficial "Boy Scout
troops." However, the organization the "Boy Scouts of America" traces its
history to February 8, 1910, when William D. Boyce secured a District of
Columbia charter for a group with that name.
