Smoking and scouts

Is it my imagination, is it just the scouts I am around or is the
leadership of Scouting mostly smokers? Most of the people I am around
all day are non smokers. (work, church, music) All except for scout
leaders All of the other leaders in the troop, 75 percent in the pack and
when I go to council office there is always a smoker smoking outside.
I don't want to open the thread on whether leaders should smoke but I
think we send a mixed message to the world when people in Uniform or some
sort of scouting identifying clothing smoking and buying cigarettes.
I received a packet of scouting material from Australia yesterday and
what looks like a recruiting flyer has the whole back page devoted to not
smoking.
Just my thoughts.
