making a list

Howdy!
I have sort of a non-scout question..but hoping the get some help
from you anyway. Our parents group wants to start a list like the scout
list...but we don't know where to start. What kind of software do we
need? What kind of machines can we use? Do we need a giant server with
an account or can we use e-mail? We have a domain name but have not
signed up with an ISP yet. Any help would be appreciated.
