Serve as Unit Commissioner AND Troop Committe member ?

Can anyone tell me if there is a BSA policy that says a person CANNOT serve
both as a Troop;s Unit Commissioner AND the also serve at the same time on the
same Troop Committee ?
Our Troop never thought this was a problem. In fact, we thought it was one of
the strong points of our Troop --- giving the Troop Comm. extra "guidance" &
"perspective" so to speak. Our Unit Comm. is not separately registered as a
T/C member, we just always beleived that he served on the T/C in his capacity
as a U/C {so that he will sometimes sit on BOR's, like a regular T/C member,
votes in T/C meetings, etc.}.
But we have recently been informed by our Council that our Unit Commissioner
CANNOT also serve on the Troop Committee as a Committe member.
Any thoughts out there ?
