At BS level it seems it would be more important to have an active unit that
lives by the Scout Oath and the Scout Law. As to the concept of "Who pays for
what?" and other things that were mentioned in another post it is simple: BSA
is a dutch treat organization, we all pay our own way.

As to who has what duties and responsibilities, thats spelled out in the
committee book. As to anything that isn't covered, well, its time for a PLC
with a good Scribe to pick some things and make some notes and announce their
decisions, not for a group of adults to say "we tell you".
