Re: 10% rule for World Jamborees

The 10 % rule is by nature - a kinda fuzzy rule anyway.

Simple math says that if each of 10 countries each sent
10 percent - 100 percent of the particpants could be from
ONLY 10 countries. (10x10 = 100)

The rule has applied differently at differenct times,
and has been modified as space permits. The idea is NOT
to have a majority of the space WJ taken up by USA, CAN and UK.
(which could still be the majority anyway)((maybe Auz too?))

But is does make sure that space/slots are preserved for the most
number of countries that are able to sent scouts. If UK will not
be going to Chili, I bet they waive the limits for the other
larger scouting nations - to keep the max number of scouts
still able to participate.
