Here are the instructions on the three parts of the blue card (my numbering):

1: "Applicant will turn in this portion to his unit leader for record posting."

2: "NOTE TO BOY SCOUT, VARSITY SCOUT, OR EXPLORER: Retain this copy for your
permanent records."

3: "It is suggested that the counselor keep this record for at least 1 year in
case any question is raised later in regard to this award."

As far as I can see, the first instruction says the Troop receives that
portion for posting. Posting is, in my opinion, recording in the Troop
records and forwarding an advancement form to the Council office. I can't see
where the Council office would or should receive that part of the blue card.
Remember, if there is ever any question about a Scout's awards, where is it
ultimately resolved? The unit.
