YES I know and heard this and YES Bruce is right putting this in the
requirements list MAKES much more sense via Consistency than the =

I am thinking of the boy who can't swim and how to get him from "ROCK
in Davy Jones's Locker to 2ndClass and then 1stClass w/out the mountain
being in front of him. Maybe I would be happy if Tenderfoot had this =

swimming requirement in it and then 2nd had something that was 50% or =

70% as difficult for the "ROCK" as the Swimmers Test.
