That's not likely to happen. The reason for the specifics of the revised
requirements is that the swimming portion of the Second Class requirement is
EXACTLY the beginner qualification test, and the swimming portion of the
First Class requirement is specifically tied to the swimmer qualification
test. This makes so much more sense than the last set of requirements.
Under the current requirements the BSA has two different sets of two tier
swimming classification requirements. There are the beginner and swimmer
tests to determine swimming classification, and then there are the Second
Class and First Class tests which are similar, but not quite the same. From
the day those requirements came out I could not understand why the BSA
didn't just adopt the classification requirements they already had in place
as the advancement standard. Now, ten years later, they finally woke up. I
think this is a major improvement in the requirements.
