I got the following info at the NLTC in Nashville. The new book will be
avail. Feb 1999 - You're correct, however; the scouts grace period will be
until 1 Apr 99. Then all scouts must work on the new requirements except
the Explorer working on his Eagle. They will have until Dec. 31, 1999 to
complete the requirements. I still don't know what the rational is behind
that ...however that is what it is.

Many scouters believe what they want to hear. I was a member of the task
force working on the revisions of the Webelos Handbook, Both the new
Webelos Scout and Boy Scout handbooks are scheduled for release during
anniversary week 1999. The task force for the Webelos Scout handbook just
last week received the proof copy for final approval. Once all the
adjustments are made then the book will go to press.

I don't know where the start date of new requirement came from, but you
can't start it before the books are available. By the way, once the books
become available the boy still works from the book he has. There will be a
grace period before each boy will be required to follow the new
requirements. Once the boy begins working from one book, don't expect him
to change horses in the middle of the stream.

As far as the co-ed program that some one mentioned they heard at Philmont,
it appears that the old training technique of lining up 10 people and start
a story at one end and by the time it reaches the end the story is totally
different.
The person who made the comment said "In the year 2002 we (national) plan
on looking at Cub Scouting and the family and see if we are meeting the
needs. This may involve changing our program to accommodate family needs."


This in no way indicates a possible co-ed program. Maybe we all should set
back and wait, then after it happens make sound comments that will help
improve the program for the boys.
