Get some boys trained as Den Chiefs. Then, ask them if they need a Den Chief.

DL: "What's a Den Chief?"

You: Oh, a Den Chief helps you run your Den meeting. He helps set up, clean
up, runs games, and teaches them the skills they'll need going into Boy
Scouts. After all, advancement into Boy Scouts is one of the chief aims of
the Webelos Cub Scout program. He sets an example for them of what a Boy
Scout is and does. He'll be with them at our Troop activities, which they
need to attend for Outdoorsman Activity Badge and Arrow of Light. In fact,
we're having a Troop meeting <date_time_and_place> when we'll tell the boys
what Boy Scouts are about, and we'd also like them to come to
<your_campout/hike_here>.

You may then hear:

DL: "Our boys go to Troop <other_Troop>."

You: B.S.A. policy is that each individual boy makes that decision for
himself. Not every Troop is best for every boy, and we want to make sure
that the boys are exposed to various Troops so that they'll join the Troop
that's right for them and stay in Scouting, rather than not join at all, or
join and quit after a few months.

Doubtless examples of the latter will come to the Webelos Den Leader's mind.
In any case, resist the temptation of making any comment on any other
Troop's program. It will reflect poorly on you. Tout your own, on the
other hand, by all means.

If this fails, you've tried. If not, you've got a chance.
