There are no specific requirements for a waiver. I've read numerous
stories on Scouts-L, and heard others, of leaders, who in their youth
could not pass swimming requirements and thus did not advance as far as
the should have. Most determined not to inflict a similar fate upon
those they currently lead.
Why a person's 'specific gravity' is such that they sink is something
of a mystery to me. But, it clearly represents a safety hazard. As
such BSA has provided minimalist guidance and leaves it up to you.
I would say that it is a safety concern.
I would say that if the boy repeatedly subjects himself to the test,
does his best, and continues to sink there is ample reason to consider
waiver. Remember, ALL water activities/tests save Swimming and Life
Saving MBs require use of a Personal Floatation Device (PFT). Safety is
always of paramount concern.
I would say that anyone (and I'm not blaming you because you are
perceptive enough to ask the questions) who repeatedly retests someone
who has a demonstrated inability to meet that test is treading very
closely to participating in hazing - I know that is not your intent.
We all have different paths to travel in life. This boy's is different
from others. They are all legitmate. Until he can pass (over) these
hurdles he won't be able to take on some of the leadership opportunities
(for example) where he may really "sparkle". Rigidity should not hold
him back. Ours is to create paths to success, not roadblocks.
Do what you know to be right. You are the leader, the Committee will
follow your lead.
