A Webelos' Behavior & A Code Of Conduct

I would like to thank everyone that responded to my posting about the
"webelos and the rock throwing" incident. You all had some good
advise. The scout in question is serving a short suspension from pack
and den activities.
I am now taking this as a pack wake-up call and I am trying to get a
Code of Conduct passed in committee. I really could use some examples
if any of you have some that you use in your pack. TIA.
