September Magazines--Eagle Changes

I just got through browsing both My copy of Scouting, and My son's copy
of Boys Life, September issues and found no reference to the Eagle changes.
Several people on this list had posted that they had information that
these changes would be officially published in the September issues of
these mag's. What happened?
For my money's worth, the October Issue is a bit late, and I have to
wonder if the information will be there then?
