Arrow of Light Controversy

Hello all;
Thanks to the many of you who replied to my message about the District
Commissioner who announced that Webelos Scouts must join a Boy Scout Troop
to earn the Arrow of Light Award. I guess I didn't tell you everything about
the situation, because the vast majority of you recommended that I not
direct the question to National, but try to convince the DC that his
interpretation is wrong. The DC is very much aware of what the requirements
say. In fact, during his announcement he admitted knowledge that the book
does not _say_ that the application must be used, but that that was the
intent of the requirement. In other words, he is adding the requirement to
the award.
Several pointed out that the DC plays no role in the Cub Advancement
Program, ie. his signature is not required. This is true, but through his
disemination of this mis-information, he does have a great deal of influence
on the Scouters in the District.
Several recommended taking the issue to the DE (USE), before calling on
National. We have a brand new DE, the meeting where this announcement took
place was on his fourth day on the job. He himself is an AOL holder and
Eagle Scout. He and the Council Field Director stood mute during this
announcement.
What I'm going to do is:
a) Talk to the DC and explain my concerns over his interpretation of the AOL
requirements.
b) Talk to the DE about my concerns.
c) If I do not make satisfactory headway through these channels, I will talk
to the SE and/or Council Advancement Chair
d) If they concur with the DC, I will then contact BSA for clarification
