Jim,
No need to go all the way to Irving, Texas for clarification. Sit down
with your District Commissioner over a cup of coffee and read the
Webelos book. The requirements do not include join a Boy Scout Troop.
If he has trouble reading, you have many local resource people you can
enlist to help. Try your District Advancement Chairman, the Council
Commissioner (the District Commish's boss), or the Council Advancement
Chairman. In cases like this a letter to National will get rerouted
back to the Scout Executive, who would use these same resource folks to
help. So why add delay, use your local resource people to help.
Hopefully he/she will see the light of day and in good Scouting spirit
see that folks get the right info.
