Lawyer Jim has a couple of good points, to which I want to
piggyback onto one of them:

The most important reason why the Local Tour Permit is there.
To remind and reinforce to Scouters that there are some safety and
leadership things that must be adhered to before you take off for
the high ground!

The Local permits are used for stats purposes, as well as to
evaluate the effectively of the local Council's camping program.
They are also used as resource aids in some Councils for new
Scoutmasters (or experienced ones) looking for a different type of
outdoor camping/visiting experience. Finally, as Jim stated, the
permits allow the local Council to easily find and notify unit
leaders and others in the event that something went wrong.
I also provided a copy of the local tour permit with the local
police, because many parents won't call the Council first if they
hear something's gone wrong; they'll call the police and normally
they would get a "we don't know anything about that, mac". In this
way, at least they get some idea that "Hey...there's a bunch of Boy
Scouts camping or something down at Henry's Pond. Keep an eye for
them, okay??"
It's a pain and now it's required if you travel anywhere...but it's
also a good "passport" for the conduct of a quality Scouting
adventure!
