This was one of the motivations for wearing the Activity Badges on
the hat of the WEBELOS Cub Scouts, which I personally find really,
really weird (but is permitted) instead of on the Badge colors,
which is more traditional.

Remember that the WEBELOS "patrol medallion" actually replaces the
Badge colors which replaces the Den Strip. If your Dens wear the
Badge colors, they would wear the Den Number below the US Flag
emblem and then the WEBELOS Badge colors below that.

Here's what the BSA's Insignia Guide says about the WEBELOS Badge
colors and where they go:

(page 10)" WEBELOS colors, # 00452, red, yellow and green tabs.
Pack option for wear by WEBELOS Scouts, right sleeve, under and
touching the US Flag, if no den number is worn. (Covers Den and
Quality Unit insignia). If den number is worn, under and touching
the den number. If colors are worn, activity badges are worn on
the tabs"

And I wrote:

You have a great point, Robert....this is something that the
Insignia and Uniform Committee needs to take a look at. Having the
Badge colors below the Quality emblem would look awkward; removing
the Badge colors for a lot of Packs takes away the tradition
associated with earning and wearing the WEBELOS badge colors.
