We allow a patrol to change its name if there has been a reorganization and
two or more patrols are being merged. Otherwise, a patrol may change its name
only if it is willing to create a new flag and buy the emblems themselves.
One other restriction: they must use the standard BSA patrol emblems. We
allow a lot of latitude with the name, but it must relate to a standard
emblem. Thus we have an Aztec Patrol (Indian Chief) and a Lumberjack Patrol
(Pine Tree, but turned 90 degrees to the right).
