Advancement Changes

I'd like to make a request of the National Advancement Committee, but
don't know how to contact anyone who is a member thereof. Hopefully,
someone monitoring this list can forward it for me. Thanks.

Several postings to SCOUTS-L have mentioned upcoming changes to the
aquatics requirements for 2nd class, 1st class, and merit badges. These
changes affect Sea Scouts in the Venturing division as well as Boy
Scouts. Are the proposed changes being shared / discussed with the
National Sea Scouting Committee BEFORE the changes become official? If
not, they should be!

Example: One of the current requirements for Ordinary is to earn
swimming MB. IF, as is rumored, the requirement to use shirt / pants
for floatation is removed from swimming MB because it has been added to
1st class, then the NSCC needs to make a decision whether to revise the
Ordinary requirement to include swimming MB plus use clothes for
floatation. These changes should be coordinated. (If the wording of
the swimming MB prerequisites is such that the Scout must complete the
1st class swimming requirement, possibly before working on other
swimming MB requirements, this may be a self correcting problem.)

Question: What, if anything, is being done for a "transition plan"?
Exampe: I would expect a Star Scout who has swimming MB to know how to
use his clothes for floatation, under either set of requirements.
However, if his 1st class was earned BEFORE that requirement is added to
1st class, and his swimming MB is earned AFTER that requrement is
removed from the MB, then there is a hole. Are the planned changes
taking such things into consideration, and hopefully avoiding them?
