"Barely" Eagles

Regarding the thread on Eagles who coast through with "only" 21 merit
badges:

Yeah! Let's up the requirement to 30! Oh, wait... then some Scouts
would probably only earn the required 30. Let's make it 40! Oh,
wait...

Seriously, I'm sure we've all known a few Eagles that we had our doubts
about, but but by and large these Scouts *are* the cream of the crop.

As others on the list have pointed out, the sort of young man who has
the drive to become an Eagle is also likely to be the sort of young man
who has many other interests.

Only 2 (or 4, or whatever it is now) percent of our Scouts qualify for
this award. An Eagle with "only" 21 merit badges has absolutely nothing
to hang his head about.
