Not as the "Cub Scout Mascot" but rather as the new "spokescat" for
the new approach the BSA is going to go after for School Nights for
Scouting. He will appear on posters, flyers and as clipart for
"join Cub Scouting" activities. You'll supposed to be seeing also
PSAs (Public Service Announcements) and hearing PSAs featuring his
likeness and voice as well.

Your Council will get a complete "package" of Garfield-type
materials, to include large-sized cutouts of Garfield in Cub
Scouting garb. Indeed, John's right....Garfield does look cute in
Cub Scouting stuff....although Garfield wouldn't say so himself.

Also, some Councils are going to be "renting" Garfield (or at least
the costume) for special community programs and activities like
other national organizations can "rent out" the Rug Rats and other
characters.

Why Garfield? (Garfield, for those not aware, is a cat and a
cartoon character created by John Davis; he was used successfully
for a series of cat food commercials as well as the subject of a
Saturday morning cartoon show. Garfield doesn't talk...you can
"read" or "hear" (depending on medium) his comments.) The only
explaination I've heard or read is that Garfield is a lovable
character and funny....representing the best part of being a part
of Cub Scouting: being a part of a family, even if that family
includes a dog and his owner and having good-natured fun....

I'm looking forward in getting some of the Cub Garfield stuff just
for my own display in the officeroom here!
