The only way to find out what he may or may not qualify for is to apply.
The Council Board for Heroism and Awards of Merit will make a
recommendation to National for the award they feel the Scout qualifies for.
This is suppose to be done after the Scout applies for the award and the
committee interviews the Scout and any witnesses.
I would never try to make a recommendation in this area without trying to
talk to everyone I could about the incident. Sometimes we find out things
that have allowed National to upgrade the awards to the next higher level.
