B.O.R. and ASM

Yes we do have rules for obvious reason. But it is also a rule (LAW) that we all come to a complete Stop at a Stop Sign!
This is the famous "Catch 22".  As leaders we need to abide by BSA rules and regulations and remember that every situation is different and as long as the Scout is "Doing His Best" we must "Do Our Duty" to help him to advance and realize his dreams in the scouting program.
Now with all of that said; Lets not forget that you can use your Unit Commissioners and District Commissioner on B.O.R.'s.  I also know of several occasions when a ASM from another troop has helped out on a B.O.R.
