Is this policy or just our Troop making this choice?
This is policy. (See the advancement guidelines). Troop committee
members only on BOR's, except for Eagle. As to WHY this is policy, I
don't know, but I can make a pretty good guess. The Board of Review
isn't just to review the Scout, it's also an opportunity for the
Committee to review the Troop's program. This is harder to do if the
folks responsible for delivering the program are in attendance.
