Linda,
Cub Scout ranks don't cross age boundries like that. It's the same as a
Webelos wanting to earn his Tiger Paw. It's past. Bear is for a boy
who has completed second grade, or is 9 years old. Webelos is for boys
who have completed third grade, or are 10 years old. The good news is
that the Bear is NOT required for AOL.
Have him focus in on his Webelos requirements. The one that usually
takes them the longest is Physical Fitness, so get them going on that
one soon. Religious requirements can also take a while for some of the
guys.
Look over the Webelos Badge requirements, and have the Webelos Den
Leader focus their meetings on catching the required elements FIRST.
