'unapproved book'

The subject line of this thread caught my eye...

My scoutmaster has written a book intended for other scoutmasters to use
as a resource for Scoutmaster's Minutes. It contains messages on
various subjects from American heroes. A blue line copy was
submitted to the national office for approval for sales in local scout
shops and the book was accepted. Later, after it was published (at
great person expense), the National Office recend the offer. They
decided that the book was slanted to Christian (one of the messages from
an astronaut who used a biblical passage and another message was from
Billy Graham) and to Republican (messages from Ford, Reagan, and Bush,
but also Ted Kennedy.)

It was quite disappointing because after all, they had already seen a
blue line copy w/ all the messages included. In any case the Ford
library and some local book stores stocked the book and many have been
sold.
